The Council of Interstate Testing Agencies, Inc. (CITA) is a non-profit corporation that was founded on July 15, 2005.  CITA is composed of five (5) member states (Alabama, Louisiana, Mississippi, North Carolina, West Virginia) and one (1) territory (Puerto Rico). CITA is an independent regional testing agency which administers the CITA dental and dental hygiene clinical licensure examinations in the states of Alabama, Louisiana, Mississippi, North Carolina, and the territory of Puerto Rico.


The CITA examination is recognized for licensure in a total of twenty-four (24) states/territories. Those recognizing jurisdictions are: North Dakota State Board of Dental Examiners Alabama, Colorado , Kansas, Kentucky, Louisiana, Maine, Massachusetts, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota , Oregon , Pennsylvania, Puerto Rico, Texas , Vermont (dental onlyRecognizing States), Virginia, Washington , West Virginia , and Wisconsin .

The state board of dentistry is the agency to which a candidate must individually apply for licensure in a jurisdiction. Candidates must inform themselves of the requirements of the states in which they wish to be licensed and complete an application with the individual jurisdiction prior to undertaking any activity which may be construed as the practice of dentistry. As such, questions regarding licensure or state requirements should be addressed to the appropriate state board of dentistry.

 


Board of Directors

CITA's Board of Directors is composed of a President, Vice-President, Secretary, Treasurer and Immediate Past President. In addition to its officers, CITA has two (2) representatives from each Member State Board of Dentistry who have been elected by their Board members to represent their Board. Officers must be present or past State Board of Dentistry Members and are nominated and elected by the membership to serve a two (2) year term.

CITA's office is located in Cary, North Carolina and is staffed with an Executive Director, two (2) Test Site Administrators and one (1) office assistant.

Test Site Administrators (TSA's)

CITA has trained several individuals throughout the member states of CITA to act as Test Site Administrators (TSA's). The Test Site Administrator works with the CITA office to plan, organize and administer the CITA examination.  During the administration of the examination, the TSA oversees all aspects of the testing facility and materials used at the test site facility.  The Test Site Administrator also handles all logistical areas of the examination during its administration and acts as a liaison for the other members of the Site Administrative Team (S.A.T.).

CITA is structured with an “Umbrella Concept.”  Under an umbrella structure:

  • Each member state board of dentistry is expected to maintain an integral role in the delivery and administration of the examination including service as chief examiners, clinic floor monitors and graders.
  • Each member state will have an accrual of economic benefit and shall have travel to national meetings and education expenses paid from that pool.
  • CITA will pay the expenses associated with examination administration.
  • CITA will assist in the logistics of examination administration, score tabulation, and the reporting of test scores to schools, state board of dentistry and national examination authorities.
  • CITA will provide candidate manuals, examiner manuals, grade sheets, scoring forms, and spreadsheets for the administration of the examination.
  • CITA will provide an interface with the applicants and serve as a resource to address questions regarding exam administration, candidate travel, lodging and directions.
  • CITA will continue to improve the technology required in regional examination administration and will advance database development necessary to track candidate information beginning with the initial application process and proceeding to score reporting and candidate notification.
  • CITA will provide  candidate database integration into scoring spreadsheets and post exam analysis.
  • CITA will assist in the development of a year end technical manual.
  • CITA will represent each member state in the national debate regarding future of licensing examination.

CITA can provide additional information regarding the CITA concept of regional examination administration.  Any state wishing to join CITA should submit a request in writing to the CITA office.
